We’re raising the maximum annual savings threshold to qualify for our Small Business Enhanced incentives from 200,000 kilowatt-hours to 300,000 kilowatt-hours annual usage (non-residential facility total) effective March 4 through Nov. 30, 2025. Following Nov. 30, our program will return to the regular 200,000 kWh threshold.

Vendor Incentives for HVAC Projects
Wattsmart Business Vendors in good standing are eligible to receive up $10,000 in vendor incentives for projects installed in 2025.
Eligibility timeline: This limited-time vendor incentive offer is for select HVAC projects purchased and submitted to Wattsmart Business by November 30, 2025.
How it works: A vendor incentive will be paid for each eligible unit installed, as shown in the table below. Other terms and conditions apply.

Vendor incentive offers are for approved Wattsmart Business Vendors submitting the project and are in addition tocustomer incentives available through Wattsmart Business.
Eligibility timeline: This limited-time offer is for completed non-lighting projects purchased after January 1, 2025, for eligible small businesses and submitted to Wattsmart Business by November 30, 2025.
How it works: Once the Small Business project is approved for a customer incentive payment, eligible Wattsmart Business Vendors receive a vendor incentive for each approved measure listed below, per customer location.

Contact your outreach coordinator to verify project eligibility and confirm vendor participation in the promotion. Provide a copy of your company’s W-9 tax information so we can prepare a 1099-MISC. following the vendor incentive payment.
Install qualified measures at eligible customer location.
Submit an application for a completed HVAC or Small Business non-lighting project to Wattsmart Business by November 30, 2025.
Receive a vendor incentive check in the mail. Incentive checks will be issued to the Wattsmart Business Vendor and mailed to the primary contact.

General Terms and Conditions: Wattsmart Business Vendors in good standing are eligible to participate. If you are not currently a Wattsmart Business Vendor, you must be approved at the time of application submission. Only one vendor incentive per qualifying project. This limited-time offer is for completed non-lighting projects purchased after January 1, 2025, for eligible businesses and submitted to Wattsmart Business by November 30, 2025. Vendor incentives are first come, first served, and the vendor incentive offer may terminate earlier than the eligibility timeline if allocated funding is exhausted.
As mentioned in a previous newsletter, Washington lighting vendor incentives for 2024 stayed at the higher levels announced in mid-2023 to continue the program’s momentum. This means:
$0.05 per kilowatt-hour saved cash vendor incentive forTypical lighting retrofits and Midstream (Lighting Instant Incentive) projects.
$50 per fixture forAdvanced Networked Lighting Controls.
$300 for Small Business Lighting projects.
$500 for Very Small Business or Named Community Small Business Lighting projects.
Typical Lighting Retrofits and Midstream (Lighting Instant Incentive) Projects
Eligibility Timeline
Typical lighting retrofit projects:
Must have an incentive offer issued between January 1, 2024, and November 1, 2024.
All projects must be complete, and all project documentation and invoices must be received no later than November 30, 2024.
Post-purchase or Lighting Instant Incentive projects:
Vendors must submit all project documentation and invoices to the program by November 30, 2024, to receive the vendor incentive.
BONUS incentives for installing Advanced Networked Lighting Controls
Receive a cash vendor incentive of $50 per fixture for helping Pacific Power business customers save money on their energy improvements with a qualifying ANLC retrofit, including Luminaire Level Lighting Controls or LLLC .* This offer is available for incentive offers issued starting July 1, 2023, and through November 30, 2024. All project documentation and invoices must be received no later than November 30, 2024.
Small Business Lighting or Projects
Receive a cash incentive of $300 for regular SBL projects and $500 for Very Small Business/Named Community SBL projects. This vendor incentive offer is for approved Wattsmart SBL vendors submitting the project and is in addition to customer incentives available through Wattsmart Business.
Eligibility timeline
For SBL projects, vendors must submit all project documentation and invoices to the program between January 1, 2024, and November 30, 2024, to receive the vendor incentive.

Small Business Lighting Projects
Eligibility timeline
New projects submitted between September 1, 2024, and December 31, 2024, are eligible to receive the vendor incentive. Vendors must submit all project documentation and invoices to the program within this timeframe. All project-related invoice dates must be September 1, 2024, or later.

Revised eligibility requirements for Heat Pumps, Air Cooled Heat Pumps, replacement of electric resistance heating (retrofit-only) and Heat Pump Water Heaters.
Incentive calculator tools have been updated to reflect the revised offerings. The tools are available to all approved Wattsmart Business Vendors on the Wattsmart Business Vendor Portal.
Important
For all other lighting and non-lighting equipment purchases that do not require pre-approval, the program updates apply to all equipment purchased on or after September 1, 2024. Equipment purchased before September 1, 2024, may qualify for incentives that were available under the previous incentive structure, and applications with accompanying invoices must be submitted within six months of the purchase date. For projects that require pre-approval, incentive offer letters issued on or after September 1, 2024, will be based on the new incentive structure.
