Important Wattsmart® Business California Announcement
Pacific Corp recently filed with the California Public Utilities Commission a motion to approve a settlement agreement that would suspend our Wattsmart Business and Wattsmart Homes energy efficiency programs in California effective December 31, 2026. After working with stakeholders to continue the programs, the programs are no longer cost effective.
For Wattsmart Business projects that require pre-approval, incentive offers received prior to August 21, 2026, remain valid with the incentive offer agreement. Projects with incentive offers issued August 21, 2026, through October 15, 2026, need to be completed by November 15, 2026. All project documentation must be submitted by November 30, 2026. No new incentive offers will be issued after October 15, 2026.
For other Wattsmart Business projects, eligible equipment must be purchased and installed by November 15, 2026. Applications and all required documentation must be submitted by November 30, 2026.

Pacific Power is planning changes to the Wattsmart Business program in California, effective on September 1, 2024.
These changes are part of Pacific Power’s efforts to update the program based on new statewide energy efficiency workpapers and to align with market changes. Some of the more significant changes are highlighted below:
Incentive calculator tools will be updated to reflect the revised offerings. The tools are available to all approved Wattsmart Business Vendors on the Wattsmart Business Vendor Portal.
To guarantee lighting project incentives under the current offerings, complete applications must be received by the program no later than August 15, 2024. Projects received after August 15th may be eligible for the current incentive if the Incentive Offer can be issued prior to September 1, 2024. Valid applications will be issued Incentive Offers on a first-come, first-served basis. Incentive Offer letters issued on or after September 1, 2024, will be based on the new incentive structure.
For all other lighting and non-lighting equipment purchases that do not require pre-approval, the program updates apply to all equipment purchased on or after September 1, 2024. Equipment purchased before September 1, 2024, may qualify for incentives that were available under the previous incentive structure, and applications with accompanying invoices must be submitted within six months of the purchase date.

In cold weather, diesel motors can struggle to start up in the morning. Many motors come with block heaters that use electricity from the grid to preheat the motor for an easier start. Out of habit, many customers plug in the heaters in the evening and let them run all night so that the motor is warm by the morning. However, the heaters run unnecessarily long, each using several hundred watts. Ideally, heaters only need a few hours, at most, to preheat a motor.
Next, basic timers were added to the block heaters, which were considered an energy efficiency measure. They allowed warmers to run only before they were needed, but they still required manual intervention and planning.
Since several new smart controls have become available for engine block heaters, we’ve had many customers ask about incentives. Select a button below for more details on engine block heater and other incentives.
These smart controllers are superior because they use variables such as ambient temperature. Using ambient temperature helps to reduce block warmer run times. When setting preheat times using a block timer alone, you are forced to plan for the worst-case scenario. Engine block heater controllers dynamically adjust schedules to be the most efficient.
