Effective January 1, 2026, Pacific Power is making changes to the Wattsmart® Business program in Washington for select lighting, motors and other measures.
Lighting retrofits
Incentives for interior lighting controls are increasing for small businesses, very small businesses and small businesses located in Named Communities. Here’s the breakdown:
Small business:
The incentive for Advanced Networked Lighting Controls is increasing from $0.46/kWh to $0.48/kWh.
Select very small businesses and Named Community small businesses
The incentives for PIR, dual tech, integral sensor or basic controls are increasing from $0.38/kWh to $0.40/kWh.
The Advanced Networked Lighting Controls incentive is increasing from $0.46/kWh to $0.50/kWh.
The limited-time bonus offered in 2025 concluded and has been removed from the category.
Non-lighting measures
Engine block heater controllers now cover an increased number of vehicle types. The EBHC custom pathway now supports multiple vehicle types, excluding delivery vehicles, mass transit buses, and school buses. Supported vehicle categories include a broad range of commercial, emergency, industrial and specialty fleet vehicles.
The limited-time bonus offered in 2025 concluded and has been removed from the following categories:

HVAC equipment incentives
HVAC check-up incentives
Potato or onion storage fan VFD now has a lower incentive of $82/HP.
Effective November 9, 2025, our Pacific Power Wattsmart® Business program in California is making changes to select lighting, motors and other measures.
Lighting
All lighting measures moving forward will fall under the custom category, as deemed interior lighting incentives will be. This change also applies to Listed Incentives and Small Business categories. New deemed horticulture lighting measures will be added for qualifying projects. Additional updates
Green motor rewinds and electronically commutated motors incentives will no longer be available In the HVAC category, the air-cooled screw chiller measure will be removed. New measures will include a deemed engine block heater controller, and new incentives for faucet aerators and commercial showerheads.
Pacific Power plans to add an optional financing offer with an interest rate buydown to help increase participation. More info will be coming soon.

If you aren’t familiar with ANLC, these systems connect individual lighting fixtures together through a digital network which enables centralized management and automation to improve energy efficiency.

When you propose ANLC to your customers, you offer them an optimal solution to reduce energy consumption and, in most cases, improve their projects’ simple payback.
Let’s take a look at a recent California project where ANLC resulted in a faster return on investment and will provide operational savings to the customer for years to come. While presenting the savings calculations of switching to LEDs to the project’s facility director, the vendor learned that the expensive and timely process of maintenance was another factor that prompted the lighting upgrade. The vendor recognized an opportunity to provide expert guidance and proposed two options to the customer.
Although there were additional upfront costs associated with ANLC, there were also additional incentives . The facility director saw the value in the additional $3,300 annual savings and is extremely pleased with end result.
For a limited time, Washington customers can get a bonus incentive of approximately 10% for select lighting upgrades.
Bonuses are applied before project-level incentive caps. An incentive offer is required to be eligible for bonus funds, and bonus incentive funding is subject to availability.
Bonus deadlines and the full terms and conditions are available on the Pacific Power website and may be modified at any time.
Actual bonus will be determined based on final project submittals.
Projects completed after November 30, 2025, will not be eligible for these special bonus incentives.

Effective May 17, 2025, our Pacific Power Wattsmart Business program in Washington is changing to add a limited time additional customer bonus incentives for select lighting and HVAC measures. There are also changes to incentives for thermostats in the HVAC listed incentives, HVAC check-up and small business non-lighting offers.
For projects where pre-approval is required (e.g., lighting retrofits and custom non-lighting), the version of the program that applies is based on the incentive offer issue date. To minimize potential delays to projects, the program may implement special transition arrangements for projects with valid incentive offer issued between the program change notice and effective date. The table below provides more information.

Wattsmart Business Vendors in good standing are eligible to receive up $10,000 in vendor incentives for projects installed in 2025.

Submit an application for a completed HVAC or Small Business non-lighting project to Wattsmart Business by November 30, 2025.
Receive a vendor incentive check in the mail. Incentive checks will be issued to the Wattsmart Business Vendor and mailed to the primary contact.
